    USDA Announces Electronic Invoicing Deployment

    The U.S. Department of Agriculture (USDA) Commodity Procurement Program (CPP) Web Based Supply Chain (WBSCM) team is currently piloting the Electronic Invoicing (eINV) process for commodity purchasing transactions to expedite payments for vendors. It is part of a significant business improvement initiative to make business processes more efficient for both contractors and USDA.

    Beginning Aug. 1, 2019, all International commodity vendors will follow the new eINV process for all new Purchase Orders for direct delivery materials.

    By Sept. 30, 2019, all Domestic commodity vendors will follow the new eINV process for all new Purchase Orders.

    What is eINV?

    WBSCM eINV is the new streamlined Advanced Shipment Notification (ASN), receipting and invoicing process which allows the ASN to serve as the contractor’s request for payment, no longer requiring a WBSCM invoice to be submitted separately. In accordance with the applicable Master Solicitation, commodity requirements, and other contract terms, the contractor will still provide the required shipping documents. Customers acknowledge receipt of goods, and can modify receipts, if necessary. The WBSCM system generates an invoice for payment based on the contract, the purchase order price, contractor’s ASN/invoice, and the goods receipt quantity received, thereby streamlining the payment process.

    Domestic and international freight and service contracts, offshore freight procurement, and multi-food outbound processes are presently not impacted. Additionally, electronic invoicing will not be retroactive to existing purchase orders. Existing orders will continue to be delivered and receipted using non-eINV processes.

    CPP’s WBSCM International Team will host training on the new eINV process in July and August.
